Roy Adriansyah, Jakarta – Indonesian prosecutors have uncovered alleged manipulation in a Rp 1.2 trillion rupiah ($72 million) procurement project for electric motorcycles intended to support President Prabowo Subianto's free nutritious meal program, with only 2,117 units delivered despite official documents indicating that 21,800 had been completed.

The Attorney General's Office said Friday that investigators were examining discrepancies between the actual delivery figures and reported progress in the procurement project under the National Nutrition Agency (BGN).

Anang Supriyatna, head of the Attorney General's Office's legal information center, said the authorities had enlisted the Financial and Development Supervisory Agency (BPKP) to calculate potential state losses.

"By the end of March 2026, only 2,117 units had actually been delivered, but the documents made it appear that around 21,800 units had been completed. The figures did not match," Anang told reporters in Jakarta.

The Attorney General's Office has named five suspects and detained them at separate locations as part of an investigation led by its special crimes unit.

One suspect is Army Colonel Budi Utomo, who served as secretary of the BGN deputy for supply and distribution and as the project's commitment-making official, responsible for overseeing contractual implementation.

The other four suspects are private-sector executives: Andri Mulyono, a commissioner of Yasa Artha Trimanunggal (YAT) and ASE; Yenna Yuniana, a director of YAT; another YAT director identified by the initials AA; and an ASE director identified as GB.

Investigators suspect the five worked together to manipulate the procurement process, including the selection of the winning bidder, technical specifications and the owner's estimated price, or HPS. They allegedly arranged for YAT to win the tender.

The investigation is examining possible collusion in a project with a total budget of approximately Rp 1.2 trillion.

Investigators have seized cash, documents, vehicles and aircraft as part of efforts to trace assets potentially connected to the alleged corruption.

The seized items include Rp 24.97 billion in cash, five mobile phones and 89 documents. Authorities have also seized a Textron Aviation aircraft, a Bell 505 helicopter, several vehicle, including a 2025 Lexus LM500.

The Attorney General's Office said investigators had questioned 63 witnesses and eight experts.

Anang said the investigation could be expanded if new evidence emerged implicating other parties. He added that investigators currently considered the available evidence sufficient to proceed with the case.

The alleged procurement irregularities concern a support component of the free nutritious meal program, a flagship initiative of Prabowo's administration intended to improve nutrition among Indonesian children and other eligible recipients.
