Hanin Marwah, Jakarta – Vice President Gibran Rakabuming Raka and the Ministry for Primary and Secondary Education have been reported to the Indonesian police on Wednesday, October 7, 2026, on alleged document forgery during his candidacy in the 2024 presidential election.
"Yes, the Criminal Investigation Unit (Bareskrim) has received it under public complaint," according to the legal representative of the Advocacy Team for Upholding Ethics, Morals, and National Integrity, Ahmad Khozinudin, when confirmed on Wednesday.
Khozinudin said the applicants questioned the certificate issued by the education ministry (then the Ministry of Education and Culture) in August 2019. The certificate was used as the basis for Gibran's foreign diploma equivalent used for his candidacy at the presidential election. "The article reported is Article 391 paragraph 1 of the Criminal Code regarding the issuer, namely the education ministry, and paragraph 2 of the Criminal Code regarding the user, namely Gibran," he said.
The group had filed a report against Gibran on Saturday, while today's visit to the police station was conducted to supplement the evidence file in that report. "The additional evidence is the recent ruling from the Constitutional Court," he said.
The court in its decision hearing said it did not find or obtain convincing evidence that Vice President Gibran Rakabuming Raka holds a diploma equivalent to a high school (SMA). Constitutional Court Justice Adies Kadir said this during the ruling on the General Election Result Dispute of the President and Vice President No. 01/PHPU.PRES-XXIV/2026.
Although no evidence was found that Gibran possesses a high school diploma, which is required to qualify for candidacy in the 2024 presidential election, the court could not annul or disqualify him from his position as vice president.
This candidate status ended when the elected candidate was sworn in as Vice President on October 20, 2024, which also marked the end of the 2024 Presidential and Vice Presidential Elections.
Thus, according to the court's decision, the absence of a foreign diploma used as a basis for equating educational levels to at least a high school equivalent diploma substantively falls within the jurisdiction of the institution authorized to assess the validity and fulfillment of the requirements for presidential and vice presidential candidates as regulated in the country's 1945 Constitution.
